HERS is the Home Energy Rating System which provides Title-24 energy code credits for measures incorporated in the design of a project that required Title-24 third party inspection and verification.

With the new 2016 Title-24 Standards many of these HERS tests are now mandatory in all California climate zones, such as duct testing and adequate airflow. Other HERS measures are still credits in the new energy code, such as QII, (High Quality Insulation installation), and Blower Door tests.

These verifications confirm that these energy saving measures were installed correctly. Many of the utility incentive programs require HERS third party verification to qualify for their incentive programs.

A HERS rater has been trained and certified to perform third party energy efficiency verification inspections and tests such as duct testing and blower door tests. The HERS rater cannot have any financial involvement with the construction project, for example the HVAC system installer cannot perform the HERS duct testing, and the insulation installer cannot perform the QII verification inspection of the installation of the insulation as this would be an obvious conflict of interest.
